(사)국제피플투피플(PTPI)은 순수 민간 차원의 자발적 노력으로 국제간 친선 교류활동과 상호 이해 증진을 도모하여 세계평화 구현에 기여한다는 취지하에 1956년 미국 제34대 드와이트 아이젠하워 대통령에 의해 창설된 비정치, 비종교, 비영리의 국제 민간외교, 문화교류, 봉사단체로 교육, 문화, 예술, 스포츠 등 폭넓은 활동을 하고 있다. 제2차 세계대전과 한국전을 치르고 난 후 어떻게 하면 이 지구상에 전쟁을 종식시키고 평화를 정착시킬까 고민하던 아이젠하워 당시 미국대통령이 지구상 모든 국가의 사람들이 직접 접촉하고 만나서 서로 교류, 소통하는 것이 평화 정착의 첫걸음이라는 철학 하에 설립하였다. 국가가 아닌 민간인들이 교육과 문화 그리고 인도적 사업을 통해서 이를 실천에 옮길 수 있다는 믿음으로 처음에는 미국정부기관의 한 부서로 출발하였다가 1961년에 순수민간단체로 변모하여 오늘에 이르고 있다. 국제피플투피플 세계본부는 미국 미주리 주 캔자스시티에 위치하고 있으며, 전 세계 133개국에서 이 운동에 동참하여 활동하고 있다. 한국 PTPI는 1965년 강원도지사로 재임 중이던 박경원 지사가 춘천챕터를 설립하여 이 운동이 우리나라에 처음으로 시작되었다. 그 후 여러 챕터가 태동하여 1972년에는 우리나라 각 지방의 지도층 인사들과 함께 주한유엔군 및 PTPI세계본부의 후원으로 한국본부가 창립하여 오늘에 이르고 있다. 오늘은 PTPI 한국본부 50년 역사상 최초의 여성총재인 김길연 총재를 만나 그의 역동적이고 섬세한 피플투피플 이야기를 들어보았다. _안연승 차장

"우리 대한민국은 무엇보다
국가안보가 중요합니다"



“1972년 1월 31일 한국본부가 창립할 때 박정희 대통령으로부터 ‘한누리’라는 휘호를 받았습니다. ‘한누리’는 순우리말로 ‘하나의 세상’ 또는 ‘큰 세상’이란 의미를 지니고 있습니다.PTPI 운동의 취지를 잘 표현한 우리말이란 생각이 듭니다. 우리 대한민국과 미국은 한·미 안보의 전략적 동맹관계로 결성된 국가입니다. 전쟁의 폐허 속에서 부흥을 일으킨 우리나라에는 지금도 위기가 여전히 존재하고 있습니다. 최근 들어 일촉즉발의 불안한 한반도 정세를 보자면 한국과 미국의 혈맹으로 다져진 관계는 그 결속이 더한층 강화되어야 할 시점인 것입니다. 그래서 매년 이어오는 국제친선의 밤 행사는 한미연합사의 UN 모범 장병 수 백 명을 초청하여 감사의 마음을 전하고 추천된 모범장병들을 시상하는 자리로 그 중요성이 점점 더 커지고 있습니다. 민간외교 봉사단체인 국제피플투피플은 지난 50년간 국가안보에 전략적 심리적으로 기여해 온 것처럼 앞으로도 세계평화구현을 위해, 미군 및 외국인들과의 문화교류를 더욱 적극적으로 전개하여 나아갈 것입니다. 그리고 차세대 교육도 매우 중요합니다. 이 같은 교육은 우리 청년들에게 올바른 국가관을 심어주고 한국인으로서 주인의식을 갖고 세계로 뻗어나가 국제 평화에 기여하도록 하며 외국 유학생들에게는 우리문화와 역사를 알려 제2의 한국인이 될 수 있도록 교육하는 것이 목표로서 이 기회를 통하여 차세대 리더의 길을 열어주는 것입니다.”

2016년 자랑스런 혁신 한국인에 선정



PTPI 한국본부는 50년 역사상 최초의 여성총재인 김길연 총재를 선출하여 첫 터닝포인트를 맞이했다. “어떤 단체나 리더의 열정이 중요하다고 봅니다. 총재가 되기 전, 8년간 부총재로 일하며 몸이 불편하신 총재를 대신하며 전국 각지의 지방행사에 열심히 참석하였습니다. 그 때 많은 분들과 교류하며 친하게 되었고, 지금 총재직을 수행하는데도 큰 도움을 받고 있습니다. 전임 총재의 갑작스런 퇴임 후, 총회에서 만장일치로 저를 총재로 추대하여 지금껏 열심히 헌신하고 있습니다. 이제 50년의 방점을 찍은 한국본부는 민간 외교단체로서 그동안 전국의 회원들이 많은 활동을 했음에도 불구하고 조용한 민간외교사절 활동과 봉사활동으로 인해 상대적으로 덜 알려져 있습니다. 그래서 저는 외부에 우리의 활동을 널리 알리고, 상당한 규모의 사업을 수면 위로 올려 사회단체로서의 위상을 높이고자 합니다. 민간외교단체이면서도 지역사회 봉사활동에 헌신하는 한국 PTPI는 봉사하는 보람을 널리 퍼트려 우리 회원들의 자부심도 더욱 높이고 싶습니다. 그리고 우리 국민들은 한국인으로서 사회인으로서 책임의식을 가져야 한다고 생각합니다. 또 한국사회 각계각층은 극단적인 이기주의가 심화되어 있으며 통합보다는 분열, 소통보다는 단절로 국가의 역량을 결집하지 못하여 앞으로 전진 하지 못하고 제자리에서 맴돌고 있습니다. 따라서 이제 우리 모두 나라를 되찾을 때의 초심으로 돌아가야 합니다”라고 김 총재는 강조했다. 김길연 총재는 국제 피플투피플 한국본부의 활동의 의미를 알리고 대외적으로는 민간외교로 국내에서는 국민통합으로 이어져 이것이 국력의 기본이 되어 분열보다는 화합하는 자랑스런 한국 만들기에 일조를 하고 있다. 김길연 총재의 이 같은 활동을 높이 평가하여 ‘2016년 자랑스런 혁신 한국인’에 선정되었다.

세계의 중심!
한국 국제피플투피플의 위상



미국 미주리 주 캔자스시티에 있는 PTPI 세계본부는 한국본부 창립 50주년을 기념하기 위해 한국을 방문하였는데 한국본부의 활동이 세계적으로 가장 뛰어나 세계본부 측에서 한국이 어떻게 활동을 전개하고 있는지 배우기 위해 한국을 찾아왔다고 한다. 세계본부에서 부러워할 정도로 한국 국제피플투피플은 이젠 세계의 중심에 우뚝 서있는 것이다. “이제 우리 PTPI 한국본부는 명실상부한 한미연합사의 협력단체로서 크고 작은 행사에 직접참여하고 있으며, 국가보훈처 행사에도 빠짐없이 초대되어 각국에서 온 6.25 참전용사와 유가족들을 위로하고 있습니다. 그리고 미국을 비롯한 필리핀, 콜럼비아, 아랍에미레이트 등 각국 독립기념일 행사에 초청되어 많은 나라의 대사들과 우의도 증진하고 있습니다. 지난 6월 유엔본부가 개최한 경주 NGO Conference에서는 한국본부가 PTPI 세계본부 대신 참석하여 전 세계에서 참가한 2천여 명의 NGO 대표단에게 PTPI를 알리고 한국 PTPI의 활동을 널리 알리어 각국의 대표단으로부터 좋은 호응을 얻었습니다. 또한, 지난 7월에는 500명의 PTPI 국제청소년봉사단 발대식을 성공적으로 개최하여 청소년들이 그들의 인생을 더욱 풍요롭게 하고 나아가 진로의 폭을 넓히는데도 기여하였습니다. 그 외에도 지난 50년간 한 번도 단체역사를 기록한 책이 없어 정리가 매우 어려웠던 ‘한국 PTPI 50년사’의 성공적인 발간과  아시아 태평양 지역 차세대 지도자포럼의 성공적인 개최로 한국본부는 한국 PTPI의 위상을 대내외적으로 알리고 많은 찬사를 받았습니다”라며 김길연 총재는 커다란 자부심을 드러냈다.

다문화가정의 지원 등
봉사활동에도 앞장서는 한국 국제피플투피플



“PTPI 한국본부는 지난 6월 아프리카 토고에 초등학교 교실 신축기금을 전달했습니다. 경제적으로 우리나라가 지금과 같이 발전한 원동력은 교육의 힘입니다. 그래서 우리는 아프리카의 교육환경 개선에 기여하고자 합니다. 그리고 네팔의 지진사태와 에콰아도르 지진 때도 구호물자와 구호기금은 물론 장학금도 지급하여 원조를 받던 나라에서 이젠 우리도 과거의 빚을 갚고자 자랑스럽게 베푸는 나라가 되었습니다. 또한, 다문화가정을 위한 우리 PTPI 한국본부의 활동은 어느 NGO단체와도 견줄 수 없을 정도로 진정성 있고 헌신적입니다. 예를 들면, 형편이 어려워 결혼식을 올리지 못한 채 살고 있는 다문화 가족들에게 결혼비용 일체를 지원하여 합동결혼식을 올려주고 신혼여행까지 보내주는 운동은 물론 여러 나라에서 시집온 다문화 가족들 중에서 모범 가족을 선발하여 외갓집 보내기 운동도 실시하고 있습니다. 우리나라에 시집온 이후 가고 싶어도 갈 수 없었던 이들에게 자녀들과 함께 그리운 고향과 부모님을 만나고 올 수 있는 이 프로그램은 그들의 마음을 위로하는 아주 좋은 사례로 꼽히고 있습니다. 이외에도 가을이면 김치담아주기, 쌀 나누어 주기 등 다양한 봉사활동이 있습니다. 저는 PTPI 한국 본부 총재로서 열과 성을 다해 PTPI 기본 이념인 ‘상호 이해를 통한 세계 평화 구현(peace through understanding)’이라는 철학을 실천하는데 최선을 다하겠습니다.”
지난해 9월 PTPI 국제본부 집행위원(BOD)으로 선출되어 한국의 위상을 높인 김길연 총재는 한국본부를 성공적으로 운영하고 있는 경험을 살려 PTPI 세계본부가 올바른 방향으로 나아가도록 돕는 조타수의 역할을 할 것으로 큰 기대를 받고 있다. “지금은 무엇보다 변화가 중요한 시기입니다. 시대가 요구하는 변화를 받아들이면서 올바른 비전을 제시하여 발전을 도모해 나가야 합니다. 이제는 PTPI의 모토인 국제평화를 위하여 우리 PTPI 한국본부가 세계의 중심이 되어 평화의 메시지를 외치며 세계평화구현에 앞장서 나아가겠습니다.”
현재 김 총재는 서경대학교에서 외국 유학생들에게 한국문화와 한국어를 가르치며 제2의 한국인을 만든다는 각오로 심혈을 기울이고 있고, 국가경영전략연구원 이사, 수필가, 시인, 평론가로 한국문인협회, 소월기념사업회, 한국수필가협회 등에서도 활발히 활동하고 있다.   

People to People International (PTPI) was founded by Dwight D. Eisenhower, the 34th President of the United States, in 1956, with the aim of promoting international exchanges and promoting understanding through voluntary efforts by the private sector. It is a non-political, non-religious and non-profit organization that is dedicated to private diplomacy and cultural exchange on the global stage, and engages in a wide range of activities in relation to education, culture, sports and the arts. Eisenhower, who had been contemplating the ways to eradicate war and establish peace on Earth since the end of World War II and the Korean War, founded PTPI based on the philosophy that communication and interchanges among people from all countries around the world was key to peace. Although it was initially incepted as a department of the U.S. government, it was transformed into a private organization in 1961, under the belief that civilians, not the state, can faithfully pursue its objectives through education, culture and humanitarian programs. PTPI World Headquarters is located in Kansas City, Missouri, and 133 countries worldwide are participating its movement. In Korea, the PTPI movement began with the establishment of the Chuncheon Chapter of PTPI by Park Gyeong-won, the then-Governor of Gangwon-do Province, in 1965. From then on, a number of chapters were incepted and in 1972, the Korean National Headquarters was founded with the support of leadership across the country as well as the UN Command in Korea and PTPI World Headquarters. We met with Kim Gil-youn, the first-ever female president of the Korean National Headquarters of PTPI in its 50-year history, to hear the dynamic and fascinating story of “People to People.” _Written by An Youn-seung

“Above all, national security
is most important to Korea”



“At the time of the founding of the Korean National Headquarters of PTPI on January 31, 1972, the then-President Park Chung-hee bestowed a writing that read, ‘Hannuri,’ a native Korean word that means ‘one world’ or ‘large world.’

I believe it is a word that best expresses the purpose of PTPI. Korea and the U.S. have formed a strategic alliance for national security. Korea may have risen from the ruins of war, yet risks and threats still lurk today. The recent instability and volatility observed on the Korean peninsula show that this is a time point at which Korea and the U.S. must further consolidate their ties. For this reason, we invite hundreds of exemplary UN military officers from the ROK-US Combined Forces Command (CFC) to our annual  International Friendship Night to express our gratitude and confer awards, and this event is becoming increasingly more important. PTPI, a non-profit private diplomacy organization, has dedicated itself to maintaining national security for the past 50 years, and we will continue to actively engage in cultural exchanges with the U.S. armed forces and foreigners to ultimately achieve world peace. Educating our future generations is also highly important. Proper education can instill a proper national view and a sense of ownership among our youth and young adults, thereby encouraging them to reach their influence across the world to contribute to world peace. On the other hand, it can inform international students studying in Korea of Korean culture and history and become Koreans at heart. With these as our objectives, we wish to create the path to becoming the next-generation leaders for our youth and young adults.”

Selected as one of the Proud Innovative Koreans of the Year 2016



The Korean National Headquarters of PTPI reached its first turning point when Kim Gil-youn was elected the first female president of the organization in its 50 year history. “Regardless of what kind of organization it is, it is important for the leader to have passion and enthusiasm. Before I was elected President, I served as the Vice-President for 8 years, and actively attended the events held across the country on behalf of the then-President, who was too ill to travel. I was able to build friendly relations with many people then, and they have been providing me with great assistance during my presidency. Following the abrupt resignation of the former President, I was elected as the new President by a unanimous vote at the General Assembly, and since then I have dedicated myself to this organization. The Korean National Headquarters of PTPI, which has celebrated its 50th anniversary, remains relatively unknown, despite the fact that our members have engage in numerous activities as private diplomats, because our private diplomatic activities and volunteer activities have been conducted in a quiet manner. So, I plan to promote our activities externally and raise our programs and initiatives out of obscurity as a means to boost our stature as a social organization. The Korean National Headquarters of PTPI, which is a private diplomacy organization that is also dedicated to volunteer services in the local communities, wishes to spread the joy of volunteering and instill greater pride among our members. Also, I believe that the people ? as the citizens of Korea and as the members of society ? must have a sense of responsibility. Korean society is currently plagued by extreme collective selfishness, which impedes unity and causes division and communication barriers. This in turn has prevent us from consolidating our national power and capacity and moving forward. Therefore, we must recollect our initial resolve and emotions when we reclaimed our country as our own," stressed President Kim. President Kim Gil-youn is communicating the significance of the activities of the Korean National Headquarters of PTPI and engaging in private diplomacy on the global stage and national integration at home, thereby contributing to the creation of a “proud Korea” that is characterized by harmony rather than division. In recognition of her contributions, President Kim was selected as one of the Proud Innovative Koreans of the Year 2016.

Representatives of PTPI World Headquarters, based in Kansas City, Missouri, U.S.A., visited Korea to celebrate the 50th anniversary of the founding of the Korean National Headquarters. They explained that they wanted to pay a visit because the activities conducted in Korea were so exceptional that they wanted to witness them first-hand. The admiration shown by the representatives of the World Headquarters evidenced the prominent stature of Korean National Headquarters of PTPI on the global stage. “The Korean National Headquarters of PTPI engages in various events as a partner organization of the ROK-US Combined Forces Command, and has been invited to all of the events hosted by the Ministry of Patriots and Veterans Affairs to provide support to the Korean War veterans and bereaved families. Also, we have been invited to the Independence Day events of the U.S.A., the Philippines, Columbia, the United Arab Emirates and others, and promoted friendly relations with numerous countries and their ambassadors. Representatives of the Korean National Headquarters of PTPI also attended the NGO Conference in Gyeongju hosted by the United Nations this past June, on behalf of the PTPI World Headquarters. There, we provided some 2,000 NGO delegates from around the world information on PTPI and our activities, and received a favorable response. Also, this past July, we successfully hosted the PTPI International Youth Volunteer Starting Ceremony with around 500 volunteers, whose lives will be enriched and whose career paths will be broadened through their activities with PTPI. Moreover, we successfully published ‘The 50-year History of the Korean National Headquarters of PTPI,’ which was difficult to compile as there had been no prior books documenting its history, and hosted the Asia-Pacific Next-Generation Leaders Forum, which helped display the prestige and status of the Korean National Headquarters of PTPI and received lavish praise,” said President Kim as she beamed with pride.

A leader in volunteer services
incl. multicultural family support



“The Korean National Headquarters of PTPI donated money to build new classrooms in an elementary school in Togo, Africa, this past June. The driving force behind the economic development of Korea was the power of education. This is why we want to contribute to improving the educational environment of Africa. We have also donated money and relief supplies for the earthquake victims in Nepal and Ecuador, and provided scholarships to students. As such, Korea has transformed from an ‘aid recipient’ to a proud ‘donor,’ as a way to repay its past debts. In addition, the activities carried out by the Korean National Headquarters of PTPI for multicultural families are accompanied by so much sincerity and dedication that they cannot be compared to the activities of any other NGOs. For instance, for the parents of multicultural families who could not afford to have a wedding, we hold group wedding ceremonies and cover the wedding costs in addition to their honeymoon costs. We also select exemplary multicultural families to send the women to see their families back home. This program gives a chance for the women to visit their hometowns and see their parents again with their own children, and this is considered an excellent program that comforts the women’s hearts. Furthermore, there are various other volunteer activities we carry out including making kimchi in fall and sharing rice. As the President of the Korean National Headquarters of PTPI, I will do everything in my power to practice the fundamental philosophy of PTPI, which ‘peace through understanding.’”

Kim Gil-youn bolstered the status of Korea when she was elected as a member of the Board of Directors of the PTPI World Headquarters in September last year. She is expected to play an important role in assisting the PTPI World Headquarters head toward the right direction, based on her experience of successfully running the Korean National Headquarters. “This is an important time for a change. We must accede to the changes demanded in this day and age, and present a proper vision to promote advancement. To achieve world peace, which is the motto of PTPI, the Korean National Headquarters of PTPI will stand at the center of the world and play a leading role in achieving world peace.”
At present, President Kim is teaching Korean culture and language to international students studying at Seokyeong University. She is dedicated to her work as an educator, in hopes of fostering her students into Koreans at heart. She is also a director at the National Strategy Institute, an essay writer, a poet and a critic, and is an active member of the Korean Writers’ Association, Sowol Memorial Society and the Korea Essayists Association.
